City of Pasadena E-Bike Rebate Program

PWP residential electric customers are eligible for a $500 rebate when they purchase a new qualifying electric bicycle from a bike shop located in the City of Pasadena. An additional $500 bonus rebate (up to $1,000) is available for customers currently enrolled in PWP’s income-qualified bill payment assistance program.

How to Apply

  • Purchase a new E-Bike at Around the Cycle
  • Log in to your PWP account > Select “Apply for Rebate”
  • Fill out the PWP E-bike Rebate Agreement Form with help from Around the Cycle
  • Once approved, your rebate check will arrive in 6 to 8 weeks.

GoSGV eCargo Bike Voucher Program

Around the Cycle is a proud Approved Retailer for the GoSGV E-Cargo Bike Voucher Program — a $2,000 point-of-sale voucher that comes straight off the price of a new cargo e-bike, no receipts or reimbursement waiting.

The program is run by the San Gabriel Valley Council of Governments (SGVCOG) in partnership with ActiveSGV, and grew out of GoSGV, one of the largest long-term e-bike share programs in the country. It's funded by SCAG's REAP 2.0 grant, an LA Metro grant backed by I-10 ExpressLanes toll revenue, and a Transformative Climate Communities grant from the California Strategic Growth Council. Multiple rounds are planned over the next several years.

Who's Eligible

You must be 18 or older, live in the San Gabriel Valley, not have received a GoSGV voucher before, and meet at least one of the following:

  • Participate in an income-qualified government assistance program, or
  • Live in Alhambra, El Monte, Monterey Park, South El Monte, Rosemead, or San Gabriel — or the unincorporated communities of Avocado Heights, North El Monte, or South San Gabriel.

What's Required

  • Submit the online Pre-Application (accepted on a rolling basis, reviewed on set dates).
  • If selected, complete the Post-Application with supporting documents.
  • Complete ActiveSGV's mandatory rider safety and training course.
  • Finish an intake survey and register for the NREL OpenPATH trip-tracking app.
  • Participate in the University of Tennessee evaluation study (surveys at the start, middle, and end) and keep your bike for the duration of the study.

Post-Application steps must be done within 28 days of your conditional award email, and your voucher code must be redeemed within 28 days of issuance.

Which Bikes Qualify

New and unused, Class 1/2/3, two or three wheels with working pedals, 750W max motor, UL2849 or EN 15194 battery certification, one-year warranty on electrical components, cargo-capable frame, minimum 330 lb gross weight capacity, and fully assembled at pickup. Every bike must also include a front or rear rack, basket, bag, or additional seating. Only bikes on the official Eligible Bike List count — no conventional e-bikes, no e-MTBs, no online purchases.
